How to check a build, once there is one
Windows ships two tools that do this without installing anything. Either one prints the hash of the file; compare it character by character with the hash on this page — the value for v0.1.0 is printed above, full length, exactly as the release carries it.
certutil -hashfile saltern-win-x64.zip SHA256 Get-FileHash .\saltern-win-x64.zip -Algorithm SHA256An unsigned binary can be replaced by anyone who can edit the page you downloaded it from. The hash narrows that to whoever can edit both this site and the release at once.
Two honest notes
It is not signed. There is no code-signing certificate, so Windows will warn about an unknown publisher, and that warning is accurate rather than a bug to be worked around.
It is not a network. A wallet that launches and a chain that exists are separate events, and only the first has happened: the reference node is still in progress, the testnet is not running, and the chain index has nothing to read.
